EXPERIENCE
As a partner at Tortoro, Madureira e Ragazzi Advogados, Thaís Leonel has extensive experience in environmental law, advising major companies and institutions in the sectors of infrastructure, mining, energy, agribusiness, and sustainability.
Specialized in Environmental Law and Climate Change from the Universidad de Castilla-La Mancha (Spain) and holding a master’s degree in Diffuse and Collective Rights from UNIMES, Thaís combines deep academic knowledge with strategic and practical expertise in the environmental field.
Her expertise encompasses the carbon market, environmental licensing at the municipal, state, and federal levels, administrative defense before environmental agencies, judicial defense in high-complexity cases, climate litigation, drafting of technical opinions, management of Conduct Adjustment Agreements (TACs) and Environmental Recovery Commitment Agreements (TCRAs), as well as legal oversight and coordination of Environmental Impact Studies (EIA/RIMA) and Preliminary Environmental Reports (RAP).
Thaís also advises companies on implementing ESG strategies, including registration in the UN Global Compact and alignment with the Sustainable Development Goals (SDGs), ensuring adherence to best practices in environmental and corporate governance, and providing guidance on measures to minimize greenhouse gas emissions.
